Emergency Relocation Planning in a High-Risk Political Environment

Client Challenge

A senior military leader facing a credible assassination threat required an emergency relocation plan to safely depart South Sudan and reach neighboring Kenya. Conventional travel options were unavailable due to political restrictions, government interference, and the risk of interception. The client required a discreet, executable plan that could overcome significant operational obstacles while preserving the flexibility to adapt to rapidly changing conditions.

TGS Response

TGS was retained to assess, coordinate, and develop a comprehensive emergency relocation plan capable of operating within one of Africa’s most challenging security environments. The assignment required far more than arranging transportation. It demanded the integration of protective intelligence, operational planning, trusted regional relationships, and contingency development to identify viable solutions where conventional options no longer existed.

Working with carefully selected aviation providers, security professionals, and regional partners, TGS developed a multi-phase relocation plan incorporating secure ground transportation, helicopter movement, fixed-wing aircraft, staging locations, customs considerations, and multiple contingency options. Particular emphasis was placed on sourcing trusted personnel capable of operating discreetly in an environment where political interference, corruption, and operational risk significantly complicated mission planning.

Outcome

By rapidly assembling a trusted multinational support network and producing a realistic relocation strategy, TGS provided the client with confidence that safe options existed, even in one of the region’s most restrictive operating environments.
